Most People In Local Jails Are Awaiting Trial

It should be noted that the First Step prison reform legislation passed by Congress only applies to Federal prisons. Meanwhile, our local jail population increased by 10% last year, with corresponding increases in taxpayer costs, in spite of our crime rate remaining low. So let's hope Virginia and other states and localities will follow (and surpass) the bipartisan reforms in the First Step Act as signed by the president. It's a good start!
